1. To receive and approve apologies for absence
2. To make declarations of interest
  The meeting will be suspended to let members of the public raise matters of local interest. The following has indicated a wish to speak: Mr Adrian Dobinson, re Norwood Farm. The Parish Council meeting will then be reconvened. Members of the public are welcome to stay.
3. To agree the minutes of the meeting held on 8 July 2010
4, Finance
  (i) To receive the external auditor’s certificate and opinion.
  (ii) To consider items for payment: Palairet Hall Management Committee – hire of hall for meetings; Richards of Wells – water heater for Palairet Hall (grant item); Moore Stephens –
audit fee 2009/10; Dorian Poole – village cleaning; Clerk’s salary for August.
5. Planning
  (i) To consider the following applications:
   

2010/1436 Greystones, High Street, Norton St Philip BA2 7LG. Erection of two storey rear extension, gazebo and detached triple garage. Householder Planning Permission.
2010/1520 Lyde Green Cottage, Norton St Philip BA2 7ND. Replacement of existing conservatory with single storey extension and replace steel and upvc windows with timber framed windows. Householder Planning Permission.
2010/1690 7 Tellisford Lane, Norton St Philip, BA2 7LL. Single storey rear extension. Householder Planning Permission.

  (ii) To note the following decisions made by Mendip DC. Approvals have conditions attached.
2010/1560 Roadmenders Cottage NPS BA2 7LN. Felling of and works to trees in a conservation area. Approved
2010/0492 Former chicken processing factory, NSP. Demolition of part of building. Approved
2010/1044 Farleigh House, Farleigh Hungerford BA2 7RW. Change of use from residential and office to a sui generis mixed use as HQ and training facilities for Bath Rugby Club; engineering works to form a rugby pitch. Approved.
2010/1045 Farleigh House, Farleigh Hungerford BA2 7RW. Introduction of new openings in the chapel building. Approved.
2010/1130 Gaugers, Bath Road, NSP BA2 7LW. Ground floor extension incorporating garage with internal and external alterations to the existing property. Approved.
2010/1395 Springleaze Farm Shop NSPBA2 7NG. Non-material amendment to permission 112148/009: canopy, doors and windows, car park levels and omit lake. Refused: amendments are considered to be material and to warrant full consideration.
6. Policies
  (i) To consider new Model Standing Orders.
  (ii) To consider the establishment of a Staffing Committee.
7. Environment
  To consider measures to deal with dog fouling at Church Mead.
8. Highways, transport and rights of way
  (i) To consider safety of parking at Town Barton cut-through.

  (iii) To receive information on Somerset CC winter maintenance services.

(i)

To note correspondence (excludes items listed separately on agenda) received since the last meeting. (File available to councillors.) The following items have been received to date: Community Council for Somerset Review of 2009/10, Agenda for AGM 15 September; Glasdon catalogue of products for  local councils; Somerset CC – community safety consultation; Wiltshire Council – invitation to comment on: Local Transport Plan parking strategy, Wiltshire and Swindon Aggregate Minerals Site Allocations Development Plan.
  (ii) To receive reports from local organisations: village facilities group (establishment of); Palairet Hall Management Committee; Church Mead Committee.
  (iii) To receive miscellaneous reports and information.
10. To agree dates of future Parish Council Meetings
